Title: newbie question about wiring PMDX-424 board.

The manual states that my board can be operated from a Universal AC Mains input of 110-240 VAC. Does this mean I can just wire up a plug to J19 and plug it into the wall? It seems to say this but I don't want to fry my board before I even get it working. Thanks in advance for any help.

Yep.  Though for safety reasons you may want to add fuses and possibly a power switch.  If you look in the PMDX application notes for one about using a PMDX-126 relay to control machine power, you'll see an example - though that example is providing AC power to some other device, but the fuses and mains disconnect switch (i.e. power switch) apply to the PMDX-424.
